It's not important that suggested MUDs meet every single requirement here, but at least the bad qualities of some of the MUDs I've played that I've listed here should not be a factor in the game. Genre doesn't really matter, though a steampunk or cyberpunk game would be pretty interesting.
-Free to play
-Completely player-based economy
*Shouldn't be an economy based on items dropped by monsters
*Most/all items are made AND enchanted or enhanced by players
*Commodity system preferred
-Team/organization-oriented gameplay
*Example: like-minded individuals working together to defend themselves from opposing players, kind of like the city system in Achaea
-Enforced roleplay
-Restricted player-killing
*Shouldn't allow griefers, but if there are warring factions of players in the game as part of normal gameplay (like in Achaea), I see nothing wrong with players killing enemy players
-No false advertising about skills and classes and things
*Shouldn't be a game that brags about giving players freedom to choose their skillsets or guilds or whatever, but it turns out that players are really restricted to a few options because everything else is counterintuitive (I've really wanted to make a "magic fencer" type character which strikes a decent balance between melee and magical combat; some tanks I've played in MUDs would give tanks like paladins a few spells, but they were still mostly meatshields)
*Shouldn't be a game where someone has to get to level 90 and play for months to get access to the bulk of the cool features that the MUD advertises
*Shouldn't be a game where some of the cool features turn out to be a waste of time in reality and are never used
-Reasonable learning curve
*I hate MUDs where things are not always explained and there's no way to figure out how to do something simple and routine outside of asking more experienced players *cough*Lusternia*cough*
-Political systems preferred, but not necessary
*In-character politics controlled by players in an organization would be nice
-Newbies are not owned by experienced players
*Just because someone is new doesn't mean they have to be some highbie's dog. Achaea's House hierarchy system really brings out the worst in people in terms of controlling newbies.
-Minimal staff-player interaction, even on real-life or OOC channels
*It's been problematic on some MUDs I've played, especially when wizards have pet players
-Partying shouldn't make or break characters
*Players shouldn't have to party in order to advance in a timely manner if they don't want to. I was a tank on my first MUD, but I couldn't party whenever I wanted to because all of the healers and spellcasters would go to more powerful tanks, so I ended up soloing a lot, which made it take a really long time to get anywhere
-The MUD should have enough players to keep the game interesting
*No 8,000+ room MUDs with 6 people playing
-Players should not need to reincarnate to create the kind of character they wanted in the first place.
*I wanted to be a Mage in BatMUD, but it turned out that newbies had to build up a lot of experience as a tank character first, and then reincarnate into the Mage guild or most other guilds and use the reincarnation experience to train and study, plus they had to be a fairly high level before anyone would party with them.
-Can't be a sex MUD
*Sometimes they don't let you know right away, and it's not unusual for MUDs to want players who are 18 or older and not have anything dirty in it.
-Reasonable quests
*I hate "guess the syntax" quests
*Should have a balance between one-time only quests (shouldn't get rewarded for rescuing the princess every 30 minutes) and quests that can be repeated logically (examples: Achaea's ratting quest, or Lusternia's find and deliver commodities for money quests)
-Different ways of making money and experience
*Shouldn't have to bash monsters to advance, but should still have to work for it
-The MUD can't be an Iron Realms MUD (Achaea, Lusternia, etc), BatMUD, or RetroMUD
*They break too many of the requirements I've listed here
